For those of you who have not read about Julius Lippman (this appears to be the correct spelling of his name) I have gather together what I have been able to find about him so far below:

JULIUS LIPPMAN 1861 - 1900

Sources:

News of the World, October 21 1900

A JACK THE RIPPER SUSPECT DEAD
The death has just occurred in the East-End of London of Julius Lipman, nicknamed "Leather Apron", a cobbler, who in 1889 fell under suspicion of being "Jack the Ripper." He satisfied the police of his innocence, but the stigma never left him. His business gradually disappeared, and he went to another neighbourhood, where he took to drink. He died of neglect and semi-starvation.

1881 Census:
JULIUS LIPPMAN
Born 1861 in Birmingham, Warwickshire.
Slippermaker
Unmarried
Head of household: Mark Kinsler (Slipper manufacturer born in Poland 1832)
Relation: Servant
Dwelling: 3 Richmond Street, Newcastle on Tyne All Saints, Northumberland

Other records in relevant areas:

March 1871: Abraham Lippman marries Julia Gabriel. Registered in Newscastle on Tyne
September 1873: Sophia Lippman marries in Sunderland.
March 1887: Julius Lippman marries Esther Berkson. Registered in Sunderland.
September 1893: Birth of Esther Lippman registered in Sunderland.
March 1900: Marriage of Jack Lippman registered in Whitechapel.

I have been trying to find more about Esther Berkson, whom Julius married in 1887.

ESTHER BERKSON: spouse.
The only Berkson family listed in 1881 census lived at 9 Cliff Street, Manchester but Esther is not listed in that household.
Listing is:
Head:
Naphtalia Berkson aged 42 born in Poland. Tailor
Wife:
Leah Berkson aged 42 born Poland.
Children:
Leah aged 22 born Poland. Machinist.
David aged 18 born Poland. Machinist.
Abraham aged 16 born Poland. Machinist.
Maria aged 12 born Manchester.
Coby (son) aged 10 born Manchester.
Toby (daughter) aged 8 born Manchester.
Rachael aged 5 born Manchester.
Samuel aged 5 months born Manchester

Re the above:
at some stage soon after the 1881 census a Berkson presence was evident on the East End from the following registrations:

December 1881 birth of Myer Berkson (Whitechapel)
september 1883 birth of Harris Berkson (Whitechapel)
March 1888 marriage of Samuel Berkson (Mile End)to Annie Lomdovitch

Possible younger brother:
I did a search in 1881 for LIPPMANs (including variant spellings) also born in Birmingham (as was Julius) and only one record showed up:

JOHN LIPMAN
Born 1865 in Birmingham, Warwickshire.
Draper's Assistant (unemployed)
Lodging at 21 Albion Street, Manchester
Unmarried
Head of Household: Charles Pettitt, tobacconist

In the light of further research I am now confident that the Julius Lippman who married Esther Berkson in 1887 is not the same indivisual referred to in the News of the World report. The newspaper report referred to his death in October 1901 but the J Lipman who married Esther is listed in the 1901 census.
Household details are:
Address:
75 Berkeley Street
Manchester

Head:
Julius Lipman aged 36
Slipper maker
Born in Russia (Russian Subject)
Wife:
Esther Lipman aged 34
Born in Russia
Children:
Marcus aged 13 born in Sunderland
Jacob aged 12 born in Newscastle on Tyne
Harry aged 7 born in Sunderland

The Julius Lippman referred to in the 1881 census (see above) although also listed as a slipper maker was listed as born in 1861 (i.e. he would have been 40 at the time of the 1901 census) and also born in Birmingham, not Russia.
I am carrying on research on the basis that it is the 1881 Lippman who is most likely the one referred to in the 1900 newspaper report.

To date I had only seen mention of Lipman in one newspaper, the News of the World. However reports of his death made their way to the US. The cutting below is from the North Adams Transcript (Massachusetts) and is dated 21 November 1900:
