Tumblety is alleged to have Fenian connections. Whether he did or not, I don't know. Would anybody who knew him trust him? I can't see him being loyal to any cause but himself.

No, judging from his career he would not be trustworthy to the Fenians. But that alone would not be a reason to have a contact with him.
Like a number of rogues, he probably was smart enough to have developed international criminal connections that could make him a valuable man to cultivate.
