Hi,
In my opinion it is simply a modern day sketch, depicting her favourite black velvet jacket, and using the sketch from the illustrated police news, copying the hair fringe.
The truth is there is no photograph in existance of the unfortunate kelly, at least made available, her own family proberly did not even own one.

Leanne had the Location correct of where I found this drawing. It is the only place that i can find this illustration, also. I was hoping that someone had seen it before.

The drawing in question seems very familiar. Consult the early installments of "From Hell" by Alan Moore and Eddie Campbell. The resemblence is uncanny.

No offense}, but how could you "find" something, and not know where you found it? (By the way; it doesn't have a very "contemporary" feeling. I could be totally wrong [wouldn't be the first time!], but the style of rendering/the fashion of the hat, the eyes, the hair, the coat ... it just doesn't look very 1888 ...
So ... where'd ja getit?}
